Attached to the top of the pole is a square metal frame from which four people in red and white costumes are suspended by ropes. The people are spinning in circles as the ropes unwind from the pole. A bird, perhaps an eagle, is also suspended from the pole. Two black electrical wires are visible across the top of the frame.
