The building is likely a museum or a government building, as the image of the men is likely of historical significance.  The image is not in focus and the quality is poor.  It appears to be taken with a digital camera held at arm's length.  There is a small section of a wall with a number "5" on it in the top left of the image.  Behind the framed photograph is a window.  This window has an opaque frosted surface that shows the reflections of ceiling lights.   Through the window, the outline of a doorway is visible.
