The building is multi-story with a facade of beige and brown square tiles, accented with white and glass sections. There are many windows, some with balconies. The fountain is octagonal with a reddish-brown stone basin. Water is spraying upwards and outwards from the center and also from spouts around the edge of the basin. The plaza pavement is made of interlocking, light brown and gray pavers. Several lampposts with large, spherical lights are positioned around the fountain and along the walkway. Strings of small, white lights are draped between some of the lampposts. In the background, behind the fountain and lampposts, is a line of green trees, and further back, the tops of other buildings can be seen. The sky is overcast and gray. There are no people clearly visible in the foreground, but there are suggestions of people further back near the trees and benches.
